Job Description

Title: Program Officer

Reports to: Executive Director

Purpose: The Golden Belt Community Foundation has been entrusted with permanent charitable endowment funds, the earnings from which are used to provide grants to not-for-profit organizations within Barton, Pawnee, Rush, and Stafford counties. The Foundation has been experiencing accelerated growth, which has increased the amount available for distribution each year. In addition, the Foundation is beginning to be more proactive in its grantmaking and strategic planning. The position of Program Officer will work with other staff and the Executive Director to guide the distribution process to make sure that funds are thoughtfully, fairly, and equitably distributed.

Review and analyze proposals through written materials, site visits, interviews with other funders and relevant agencies, as well as comparing the funding requests with what is known in the field of the proposed program.

Prepare and present written and oral analyses of grant requests for Foundation staff, Board, donors and/or committee members.

Work directly with grantseekers to provide clarification of Foundation priorities, direction regarding application procedures, and feedback on proposals.

Monitor grants, including progress reports, payment schedules and other related correspondence and meetings with grantees.

Manage the scholarship program, ensuring that applicants meet stated selection criteria in fund agreements. Communicate with area high schools and students to publicize scholarship opportunities.

Learn, update, and manage the grant and scholarship software program and online applications, as well as other software programs for community foundations.

Oversee hardship programs for individuals in need, maintaining knowledge of legal requirements for hardship programs, and facilitating advisory committees related to specific funds.

Assist the Executive Director in the implementation of special projects for the Foundation, ensuring thoughtful and reasonable process, timely preparation and coordination of key activities and materials for committees and Board meetings.

Conduct research on issues or concerns of importance to the Foundation—through written materials, interviews, community meetings, online networks, or other useful vehicles. Present findings in written and oral formats.

Participate in activities of the philanthropic field to enhance Foundation operations, as well as those of the field.

Work as a member of the Foundation team to ensure the effective and efficient operations of the Foundation.

Other duties as assigned by the Executive Director.

A minimum of a Associate’s degree is required, or equivalent experience
Demonstrated ability to organize and coordinate several activities at one time
Knowledge of the non-profit sector and familiarity with Barton, Pawnee, Rush, and Stafford counties
Solid computer literacy in Microsoft Office and database management
Strong analytic, interpersonal and networking skills. Able to interact with grantseekers, board members, donors, and Foundation staff from diverse backgrounds
Excellent communication skills, both written and oral
Ability to maintain confidentiality and integrity
Ability to develop and give presentations and facilitate meetings
